Lancer's true identity is Kagetane Hiruko. He is a former Promoter who works with his daughter Kohina Hiruko as his Initiator. He wears a white mask and a red & black suit, and he is a ruthless killer who wants to destroy the world. He is also a mechanical soldier who can use a special ability called Black Bullet. He is the main antagonist and later a deutragonist of the series.
He is a skilled fighter who uses two custom Beretta pistols as his weapons. He has a twisted sense of humor and often mocks his enemies and allies alike. He is obsessed with Rentaro Satomi, the protagonist of the series, and considers him his rival and worthy opponent.

Kagetane Hiruko is a wicked, ruthless, and twisted man who does not hesitate to kill anyone who stands in his way. He is also a mechanical soldier who can use a special ability called Black Bullet. He has a sense of humor and often mocks his enemies and allies alike. He is obsessed with Rentaro Satomi, the protagonist of the series, and considers him his rival and worthy opponent.

Kohina Hiruko[]
She is Kagetane's daughter and Initiator. They have a close bond and often work together to achieve their goals. Kagetane is very protective of Kohina and praises her skills as a killer. Kohina is loyal to Kagetane and calls him "Papa".
Rentaro Satomi[]
He is Kagetane's rival and nemesis. Kagetane is obsessed with Rentaro and considers him his worthy opponent. He often challenges him to fight and tries to persuade him to join his side. Kagetane respects Rentaro's strength and potential, but also enjoys tormenting him and testing his limits. Rentaro despises Kagetane and his twisted ideals, but also acknowledges him as a formidable foe. I don't like Rentaro Satomi.
Seitenshi[]
She is the ruler of the Tokyo Area and Kagetane's enemy. Kagetane views her as a weak and incompetent leader who does not deserve to rule. He wants to overthrow her and destroy the world she protects. He often mocks her and her policies, and attempts to assassinate her several times. Seitenshi fears Kagetane and his power, but also tries to stop him and his plans.

Maximum Pain[]
Kagetane recites several words; lighting up the area within reach, creating a sphere encompassing them and pushing the target into nearby structures. Kagetane is able to increase the pressure of this technique, causing tremendous pain to the opponents upon contact. This technique has been noted to be an ability of the Repulsion Shield, with Kagetane freely being able to expand the sphere protecting him at a remarkable speed and utilize it as a form of offense, proving versatile when in means of combat.
